Real Change for Artists Education

This Tuesday night, this special is going to be airing on mostly CBS O&Os, involving Justin Beiber and Miley Cyrus. It is listed as a public affairs program, and it is airing on most CBS O&Os at 7pm this Tuesday (April 23), but not all.

WJZ in Baltimore is not carrying it, since they air the CBS News at 7pm they have no room for it.
Same thing goes for Pittsburgh, but the CW affiliate, also owned by CBS, is carrying the special.
Detroit is not carrying it at all for some reason, I don't know why.
WTOG in Tampa and WUPA in Atlanta are not carrying it either, maybe just because they're not CBS affiliates.
No CBS O&Os in the Central or Mountain time zones are carrying the special, save for sister station KTXA-21 in Dallas, airing it at 7:30.
All CBS O&Os in the Western Time Zone are airing the special, except for KOVR-13 Sacremento. Instead, it's airing on CW sister station.
KSTW-11 in Seattle is airing it as well.

All of these listings came from my own research, there's no official list anywhere. I even checked to see if said affiliates not carrying it are airing it at another time, but it doesn't look like it. Has anyone else heard about this?
 
So that's TWO public affairs, education programs in a week here in Seattle! First, KCPQ broadcast the "Road to We Day" special, a program about the event at Key Arena involving 15,000 WA kids who made a difference (which the event happened on 3/27 and the special aired on 4/14), and now this on KSTW. Looks like the "making a difference" specials are beginning to come back...
