REAL E/I Programming on Univision

I noticed over the last couple weeks that Univision has finally put real E/I Programming on its network. Bill Nye The Science Guy dubbed in Spanish and the former FOX Kids Network Educational Cartoon Where on Earth is Carmen Sandiego also dubbed in Spansih. The other show making up the E/I lineup on Univision is a dubbed version of Pinky Dinky Doo, a kids show I never heard of. So these 3 shows air 830AM-1000AM Saturday and Sunday, making up the require 3 hours of E/I programming a week.
 
Could it be argued that all of Univision's programming is E/I because just by watching one hour of the network you will learn at least one if not more words in Spanish? I had to watch Univision for an hour in High School for Spanish Class (and that was only a few years ago). I am sure I was/am not the only one who has/had to do that.
