Religious station on 102.5 Toms River Area

This is the first time I heard this. I pulled it in from Seaside, and lost it on the Mile 87 post. Is 102.5 even legal to have some sort of signal in this region? If not, then this could possibly be a pirate.

It's a translator for WYRS in Manahawkin ...
