Think abut the 1 to 12 grades of primary and secondary education... a person in first grade can't do 4th grade work. Similarly, a radio station can not possibly deal with different proficiency levels of different groups of immigrants, even if there were 100 hours in a day.
My question is why would we force a private business to do the job of public schools? As a taxpayer, I'm already paying for this to be taught in school. Why do I have to pay a second time, this time through losses at my business. Can't they do this better in a more individualized setting? Of course they can.
