Rent a jock conflict of interest???

This morning, I heard Kevin, 'I'm so glad you called', Wall, thats W-A-L-L, on CC WOAI 1200 subbing for Glen Beck. Then in the afternoon, its back in its usual spot on BMP 550 KTSA. A few months ago I heard it on Salem 930 KLUP subbing for Bill Bennet. Every job I have had required me to sign a 'Conflict of interest' statement, basically prohibiting me from working for a competitor in the same field of business. Does this concept only apply to semi-permanent jocks and not to rent-a-jocks? If not, will BMP let the bible thumping weightloss salesman or the Boston yankee sub for Lisle & Hahn or Charlie Parker, since KW can apparently rent his lips out to whoever waves $$$ at him? And why use a nationwide rent-a-jock (so much for "live and local")? Since this a one of the lowest wage cities in Texas and these fine corporations don't exactly pay extravagant salaries, why not give some homegrown voice a chance instead of turning to the good ol' boy network?
And still they wonder why no one listens to radio anymore.....
 
So where is Kevin Wall located? He's getting better at sounding like he's here in town and I was beginning to wonder if he is.

BMP thought highly enough of him to involve him in KTSA's election night coverage. Maybe they think his participation in national shows helps raise the profile of KTSA?

The Jeff Koch experiment wasn't exactly a success. Was it so bad that it was threatening the bottom line? That would be reason #1 not to dip into the local talent-well again.

My uninformed guess is that local slots on The Zone could be gone if budgets get tight. Having non-local Kevin Wall keep the chair warm in the PM drive slot on KTSA would make it easy for Chris Duel to be slid back into that chair if his Zone gig goes away.
 
It probably depends on the kind of deal they want to give the jock. If the jock is truly a "rent-a-jock," he can't be given a non-compete because he's not an employee of the radio station. As an independent contractor, the station has no right to tell him how to do his job or where he can work. Also, true rent-a-jocks normally use their own equipment and broadcast from a location outside of the station. If they use the station's equipment and/or studio, they usually pay a fee (kind of like rent) for the time they're on-air.

If he's an employee of the company, the station can, and usually will, sign him to a non-comp or, like you said, a conflict of interest statement. If he's an employee of BMP/KTSA, it's possible that BMP (1) doesn't know he's working elsewhere, (2) doesn't care he's working elsewhere, or (3) negotiates an arrangement with the other stations and/or networks that allows him to fill in there.
