Restricted Service Licence TV stations

I have been reading up on the UK's broadcast TV services (BBC1, BBC2, ITV,
Channel 4 and five) and saw a few headlines for something called Restricted
Service Licence TV stations. these stations kinda resemble the LPTV and the
Class A stations we have in the U.S. there were a few stations I read up on
with different websites: York TV, Solent TV, Six TV, and a few others. how
long have these stations been going and are there any more that are planned?
