I don't know if this reflects the ownership of the two stations.
Channel 8 is owned by the University of Georgia and is part of
the state public-TV network, while Channel 30 is owned by the
Atlanta City Schools (or at least it was then), but has always
tended to go its own way separate from the state network (much
like Channel 42 in Charlotte, which is not part of North Carolina's
public-TV network). I don't recall Channel 8 doing much Saturday
programming prior to the '80s.

Also, according to an old Atlanta TVG from 1980 that I have, I noticed that WGTV's programming was often separate from the rest of the network -- its Cochran (Macon) and Chatsworth (Dalton / Chattanooga) stations had a schedule that differed from WGTV's.

When did WGTV and the rest of GPTV start carrying the same schedule?
 
These programs bring back memories.I lived in Marietta,Georgia in 1977. I was 9 years old and spent most of the day watching these programs on tv at My babysitter's home(both Parents worked most of the day,Monday through Friday)
