All part of Westinghouse's battle with NBC. At that point in time NBC had forced Westinghouse to the Cleveland-Philadelphia swap, and they were trying to swap WRC Washington for WNAC. If that was allowed (it was stopped by the Department of Justice as part of the investigation of the Cleveland swap) NBC would own WNAC, CBS would have gone to WHDH and WBZ would get ABC.

If you look at my posting for Sunday February 22, you'll see that WGBH had most of the NBC and CBS public affairs programming.
 
I had thought that the WRC/WNAC swap was announced in March of 1960 (but was of course, never approvced).

The stress in the Group W/NBC relationship probably went back to the Summer of 1956, when five Group W radio stations (WBZ-1030 Boston, KDKA-1020 Pittsburgh, WOWO-1190 Fort Wayne and KYW-1100 Cleveland) all dropped their NBC radio affiliations and went "independent" with local DJ's spinning records round-the-clock.
 
Or possibly earlier, in 1955 when Westinghouse bought KDKA and made it a CBS affiliate despite decades of KDKA-AM as an NBC affiliate. WPTZ preempting "Today" for Ernie Kovack's "Three to Get Ready" was also an issue.
