Yes -- as of 2006, about 93% of the town's residents have French as their mother tongue:

Prior to 1977, the Radio-Canada signal in Edmundston came from CJBR-TV in Rimouski, via rebroadcaster CJBR-TV-1. After the CBC bought CJBR that year, they switched the Edmundston transmitter's originating station to CBAFT Moncton.

WAGM had, and still has (according to Wikipedia), an analog translator at Madawaska, which is the above-mentioned Channel 11 signal.

Did they not get ATV on cable by then? I know that there was no OTA signal for any of the ATV stations up there though...

I presume that they did, but it wasn't listed...I had relatives in Perth-Andover, and visiting them in the early 80s, the ch 3 tx at Oakland (between Woodstock and Florenceville) was quite snowy...

Yes, it was actually a lady from Madawaska who gave me the info.
