Technically there is no legal way to transfer a broadcasting license between Canada and the United States (or the United States and Mexico), as far as I can tell. With KCND/CKND, Izzy Asper did purchase the assets of KCND, but he had to apply for a television license in Winnipeg as if it was a new station, and the license for KCND was cancelled by the FCC.

This type of situation is not one I've heard of happening elsewhere.
