Kind of odd that WWAY and WBTW were not listed yet WJKA was. Did WWAY have a weaker signal than WECT?

WECT was the market leader in Wilmington and the people in the Triangle chose to watch it because of its VHF frequency, rather that tuning in to channel 28 for NBC programming. I believe that WWAY wasn't listed because of the dominance of WRAL.
