As noted on another thread in this messageboard, quite a few NBC stations (including the ones in Baltimore and Philadelphia) refused to clear "America Alive". In Philadelphia, it was cleared on independent WPHL-17, while it appears that the show wasn't broadcast at all in Baltimore (however, Baltimore is close enough to Washington that those who really wanted to see "America Alive", however few that number was, could have done so over Washington's NBC O&O WRC-4).

After checking the listings again, I can now confirm that 43 did air Barker at 10:30am. The Sunday News' listings resembled the TVG metro editions, where local channels were listed first with out-of-market channels listed second (and Philly's 12 and Baltimore's 45 weren't mentioned in the Channels Listed box).
 
WKBS TV 48 had acquired I Love Lucy that fall - the 930 showing was actually I Love Lucy while the 1 PM showing remained Lucy Show. I Love Lucy eventually went to evenings and then the 10 PM hour. I also swear Channel 17 signed on 630 AM by the fall of 1978. Channel 48 had began 630 sign ons that fall (48 was back and forth from 1974 to 78 with 630 and 7 AM signons in the fall and winter with 10 AM sign ons in Sporing and SUmmer - As was Channel 29 until fall of 77 when they stayed with 7 AM and earlier sign ons from then on)
