Being a kid, in the Kansas City area without cable\satellite tv, at the time, I was watching this lineup, on this TV station at the time.

I think that by 1999, KMBC was on the air 24/7. They were only off the air for about 25min a week at this time, I think. Unfortunately I don't know if they showed a test pattern at the time.
