No, Otto Kruger didn't play Dracula. He actually played the character of Dr. Garth, a physician investigating a new wave of vampire attacks, which are apparently attributed to the titular character.

The only time the Dracula himself appeared in this sequel was in the early minutes of the movie. Apparently, either some other actor portrayed Dracula or it was done with a dummy made to look like Dracula. Whatever the facts, both of them hardly looked like Bela Lugosi, for that matter.
