The famous bear from those PSA's had his own TV show back in the day? You'd have to wonder if he was related to "Snuffy" - get it - "snuff" a fire? Certainly, "Snuffy & Barney" aren't related to the famous elephant from "Sesame Street" and that purple dinosaur... ::)

How did the newspaper distinguish the two Channel 8's in their listings?

You're right- NET was replaced by PBS in 1970, for some reason I thought it was later than that. I think there must have been a separate cable feed for the Maritimes, given that by the fall of '76 the Maritimes edition of TVG had a note telling OTA viewers of WMED to refer to WMEM's listings.

WAGM was listed as 8, WMTW as 8a.

Maybe WMED was distributing tapes to Maritime cable systems, just like what was done with WLBZ and WVII?

Nope...as long as I can remember, CKCW/CKLT and CHSJ/CBAT were the only Canadian channels listed by the BDN, most likely because of OTA reception in Aroostook and Washington Counties.
 
Looking at the old Broadcasting Yearbooks, the only Radio-Canada transmitter in New Brunswick in 1971 was channel 11 in Moncton.

That said, the channel 11 facility today has nearly the same coverage as CKCW, and to my knowledge it did back then as well.
 
"The Smokey the Bear Show" was a cartoon that ran on ABC on Saturdays (or Sundays later on). Obviously this was a delay from Saturday (WMTW). As to "Snuffy & Barney," this had to be the syndicated King Features TV cartoon series from 1963:

There was another one back then, but it was privately-owned: CJBR-TV-1 Edmundston, repeating CJBR in Rimouski, Quebec. Additionally CHAU in Carleton, Quebec had coverage in northern New Brunswick, and they had a low-power repeater in New Brunswick. At that time CHAU was a Radio-Canada affiliate.

Radio-Canada would later buy CJBR-TV in 1977, and later on, convert CJBR-TV-1 to CBAFT-2, a repeater of CBAFT.

CBAFT's repeater network would not start up until 1973, when CBAFT-1 channel 5 opened up in Fredericton.
