This film was a blatant knockoff of the James Bond franchise, which in Britain was originally called "License to Kill" (unrelated to the later, actual James Bond film).
 
So MPBN had a separate cable feed in the 70s? Was this just to the Maritimes, or to Maine as well?

I flunked French, but this looks like "Bunny and Friends." So, yeah, it could be "Bugs Bunny."

As I mentioned in the 7/4 thread, I suspect that WMED had no microwave or telco connection with MPBN or PBS at the time, receiving all its programming on tape.
