The Dukes Of Hazzard did not enter syndication until
the fall of 1984, so this had to be a case of the local
CBS affiliate simply choosing not to air it
 
The Quad-City Times in Davenport listed Starsky and Hutch at 4:00 pm on WOC, so if nothing else, we can absolutely certain that Channel 6 aired a show with a cool theme song in that time slot.
