Policing "the world's largest free party." Sgt. Billie Roth calls it "a controlled riot." For "a million people walking down the street drinking," it's Mardi Gras 1990. But for the New Orleans Police Departments, it's almost two weeks of 15-18 hour shifts of trying to keep peace. With public drunkenness a given, officers are kept busy breaking up and trying to prevent fights, keeping an eye out for pickpockets and stopping people from hurting themselves. "We're probably the nicest police in the U.S.," says Off. Desiree Gaudet, whose personal police blotter on one shift includes stopping a man who is "just playing" with a stun gun, and helping to break up a fight. This, she says, is "the calm before the storm." When the storm gets heavy, the Mounted Patrol is called upon to keep French Quarter streets moving. Frequently they're clogged, and in one sequence Gaudet and partner David Morel must gently reprimand a well-endowed woman whose balcony flashing has created a logjam that has pickpockets salivating on the street below.
