KMTV airing paid programming in prime time made no sense. At 11pm CT, it might have made a little more sense considering how bad CBS's late night programming was at the time
 
I bet it was a paid religious program like Feed the Children or World Vision.
 
Regarding paid programming in prime time, many network affiliates would substitute shows in place of network fare. KMOV here in St. Louis was notorious for it during their Viacom years. There were the hour-long national specials from Billy Graham or St. Jude's, as well as half-hour shows from local supermarkets and restaurants disguised as cooking/travel/lifestyle shows.

In the case of Channel 3 in Omaha, dropping a brilliant comedy like Police Squad! in favor of an infomercial may sound like sacrilege, but when you consider it as running a commercial program in place of a summer rerun of a nine-year-old show, it makes a bit more sense. At least in the pocketbook, anyway.

As for Johnny B at 10 pm on Channel 17: "Johnny B... on the Loose" was a very short-lived syndicated comedy show starring Chicago radio host Jonathon Brandmeier. It debuted June 24, 1991, and its cancellation had already been announced by the time of this TV listing.
