What do you mean by "overtly segregationist programming"? Face it, there were few, if any, African-American faces on network television in February 1964; there was Eddie (Rochester) Anderson on Jack Benny's show, and Art Duncan would join Lawrence Welk's show later that year. But the barriers wouldn't really start to come down until Bill Cosby's Emmy-winning role on "I Spy" (1965-68) and Diahann Carroll's "Julia" (which debuted in 1968).

No North Carolina CBS affiliate pre-empted Ed Sullivan, who routinely featured African-American performers, and only WBTV pre-empted Ted Mack's "Amateur Hour," which also spotlighted African-Americans...and both shows had done so from their beginnings (Sullivan in 1948, Mack's radio predecessor Major Bowes in 1935). I think in WBTV's case it may have been in order to air "The 20th Century" on delay, since it had a 6 PM local newscast on Sunday.

And even in markets like Chicago, "Amos 'n' Andy" was still a big draw; CBS wouldn't withdraw it from syndication until 1966.
