KVOS was considered a CBS affiliate? They don't have any network primetime shows or the CBS Evening News and hardly any network daytime programs.

Just barely. KVOS aired a lot more CBS shows in the early 70s, but a combination of pressure from Seattle's KIRO (Seattle and Bellingham are just 90 miles apart) and Canadian regulations meant KVOS cut its CBS shows down to a bare minimum. Never been able to figure out why CBS didn't just drop them entirely.
 
By 1987, they dropped the last CBS program (60 Minutes I think) and became a pure indie serving mostly BC. They kept this up all the way until they went to MeTV. I remember in the '00s, KVOS was running Cagney & Lacey reruns (which were not on any Seattle station), along with Montel, a few sitcom reruns, an 8:00 movie, Street Smarts, Elimidate, and Family Feud (when Richard Karn was the host). And they also had Newsview, which was a half-hour morning news show that mostly focused on Whatcom County. It was canceled in 2007.
I haven't found any old tapes from KVOS past 1992. Were they still selling 3/4ths of their ads to Canadian sponsors and Vancouver car dealers even after the millennium?
 
Possibly. KIRO, then owned by conservative Bonneville, did not air some programming. KVOS once was on Seattle cable, but no longer.
 
I often speculated that CBS allowed KVOS to be a nominal affiliate as a way to try get KIRO to pre-empt less. KIRO obviously didn't like KVOS airing CBS shows, but KIRO likely refused to reduce pre-emptions. So CBS allowed KVOS to be a thorn in KIRO's side. Again, just speculation.
