Maybe KAPP at the timed tried an earlier prime-time start, with the 10PM show taped off the eastern feed seen at 7PM, with syndicated shows (usually) during the 10PM hour.

Do you have the nighttime schedule for KAPP for the week to compare?

It appears to be the show Imagination Station - an art show for kids. I don't think it was a PBS produced show, but rather syndicated to various PBS stations.

Monday's schedule on 35 was NFL Preseason Football followed by some syndicated sitcom reruns (Home Improvement, etc.)

Tuesday was weird
7PM: NYPD Blue
8PM: Roseanne
8:30: The Drew Carey Show
9PM: Home Improvement
9:30: Coach (all four were regular ABC schedule)
10PM: Inside Edition (why couldn't they air this at 7pm, like most stations??)
10:30: Home Improvement (syndicated)

Thursday 8/22 was more preseason football, and after that it was all syndicated reruns.

8/23 was normal schedule, with Inside Edition at 7 (where it should have been) and Home Improvement reruns at 7:30.
