Apparently pre-empted from the networks in both cities:
Sunrise Semester (CBS, before Captain Kangaroo)
Make Room for Daddy (NBC reruns of the ABC run of Danny Thomas' sitcom, 11:30 a.m.)
The Texan (ABC reruns of the 1958-1960 CBS Western starring Rory Calhoun, 12:30 p.m.)
ABC News (Alex Dreier had briefly become ABC's evening newscaster by this time, after John Charles Daly abruptly quit ABC the previous November; according to Wikipedia, ABC had scheduled The Bugs Bunny Show and The Flintstones on November 8, 1960, causing Daly's Presidential Election coverage to start over an hour later than NBC and CBS)
 
First, I assume the "Dough Re Mi" listing for Ch. 12 is a typo,
since it's airing practically all of the NBC schedule in tandem
with Ch. 4.

Second, I think you must be getting your schedule information
from Wikipedia (1961 daytime schedules). Castleman and Podrazik,
in "The TV Schedule Book," which I think is more reliable, show "The
Texan" as being off the ABC daytime schedule, replaced by "Camouflage,"
and (since Chs. 3 and 9 are following Central time during the day) 12:30
is affiliate time; "About Faces" airs at 12, and "Day In Court" at 1.

Third, "Make Room For Daddy" aired at 4 PM (ET), which would be 2 PM
(MT). 11 AM-12 N (MT) is affiliate time. I think that same Wikipedia site
shows "The Millionaire" at 11:30 AM (ET), when it did, in fact, air at 3 PM
(ET), so Chs. 10 and 13 were carrying it in pattern.

Fourth, "Sunrise Semester" did not move from WCBS onto the full CBS network
until 1963.

And was that a special episode of "The Flintstones" on Nov. 8, 1960? ABC's
normal 7:30-8:30 (ET) programming on Tuesday nights was Bugs Bunny followed
by "The Rifleman," with "The Flintstones" airing at 8:30 Friday.

For the record, here is what Castleman and Podrazik show for daytime in the winter
of 1961 (10 AM-5 PM ET):

...in the Star, the KVOA listing read "You Bet Your Life," while the KVAR listing read "Groucho Show," which reflected the actual name NBC and John Guedel were using as the show's title in that final season. So I went with the KVAR listing title on that...

...My primary source is the microfilm of the Arizona Daily Star in the collection of the Pima County Public Library. I used Wikipedia only as far as the programs that appeared to have been pre-empted by the affiliates. I don't have the Castleman/Podrazik book...
 
Castleman and Podrazik's "The TV Schedule Book" is long
out-of-print; I happened to pick it up at a used book store
back in the '90s. It and the TV Guides I use for retros are
basically in sync, enough that I find it dependable; its only
drawback is that it stops with the summer of 1983 at which
point I, too, have to go to Wikipedia. You may be able to
find this book at www.abebooks.com or on ebay.

Re Groucho: officially the show's title during the 1960-61 season
(its last) was "The Groucho Show," although sometimes Groucho
would still welcome contestants by saying, "Welcome to You Bet
Your Life". Supposedly John Guedel made the change in title to
further distance the show from the then-recent quiz-show scandals.
 
ABC prime time on 3/9 was in pattern, due to it being on 16mm film originated at
KTVK 3, which fed KGUN 9. One exception being the Kovacs show which had to be
tape delayed, so KTVK must have had at least some VTR equipment then. Easier
perhaps would have been to take Ernie "live net" at 8:30, and slide the "violent"
Untouchables to 9, since the film print is in the house anyway.

As to errors in the listings, I recall both cities' papers being somewhat sloppy with
the out-of-market stations. For network shows, 3/9 and 10/13 should be almost
identical since 3 fed 9 and 10 fed 13. 4 and 12 each had its own Telco line.

Nope, left coast prime time was 7:30-11 PT, which would have been 8:30-12 MT.
Kovacs specifically aired at 10:30 PT or 11:30 MT if it had been the left coast feed.
The listings have prime 6:30-10 MT. Daytime was, as bpatrick may have pointed
out here or elsewhere, the Central zone feed being run through to Mountain time.

But the one absolute is that I watched ABC prime then on KGUN as a very young
TV geek, and almost all the shows were on 16mm film--exceptions being the rare
live or tape show on the network that somehow got tape delayed, plus most or all
of the Saturday night schedule which 3/9 took live.

Heck, I never got to see Batman in its original 35mm film form--except for once on
a visit to Denver in summer '66--until some cable net aired it in the '90s.
