WTTG: What was Jones & Jury? Was it local or was it a syndicated show [if so my guess is court show as it does have Jury in the title]

WDCA: Either First Business or This Morning's Business. I don't see First Business in your listing so it's pretty much 50-50.

WFTY: What the heck is Self Enhancement? An infomercial? And why was it repeated so much?

With listings like that (the "repeats", the time slots), chances are it was an infomercial block. I recall Lifetime, back in the 1980s, scheduling all their late-night infomercials under the "Self-Improvement Guide" name.

Given the condition of WFTY at the time (this was before Tribune took over management and gave the station an actual programming budget), it was definitely an infomercial block, just like other stations across the country branded their infomercials as "Marketplace."

As for the late night movie WFTY showed, I'm guessing it was a selection from the "Best Picture Show," which was a Z-grade syndicated ad-hoc "network." WFTY did air its predecessor package, the low-budget "Movie Greats Network" a couple years earlier (as evidenced here). A lot of low-rated independents picked this package up as overnight filler in the '90s.
 
And KPDX 49 in Portland had the Movie [so called] Greats Network in the early 1990s, according to one of my TV Guides.
