The station is either off the air or running very low power; I haven't seen any complaints about it, though, nor any documentation.

That translator has nothing to do with KKSW.It was probably the 106.1 translator in KC, its very low power actually i was in it's coverage area yesterday.

The roll-out made a lot of difference, it's improved more and more within the last month. The all-new KISS FM has younger DJs and sounds sort of like a streaming service, with more songs in a row, fewer interruptions. The Music programming is tweaked differently, with more hottest hits. Connoisseur did this in Des Moines several years ago albeit in a different set of circumstances. They took many years to build two underpowered rim shot signals in the market and probably during the process realized there was no chance to be competitive so when they got the stations fully built after being on special authority at very low power for years they launched a temporary CHR format that lasted about 7 months before they sold the two stations to Iowa Public Radio.
