Roanoke TV- Why did 7 & 10 dump VHF digital?

I understand that WDBJ will be be digital 7, nor will WSLS be digital 10. Both appear to be content remaining on their UHF assignments. Why?

In a mountainous area, VHF would have tremendous advantages over UHF (not to mention savings on the power bill). Why did 7 & 10 decided to ceede their cherry VHF positions?

WDBJ couldn't return to 7 because of WVNS-DT 8 in Lewisburg.

WSLS attempted to return to 10, but was denied due to interference concerns with WVPT-DT 11 and maybe WSWP-DT who had wanted 9. Now, WSWP-DT is on channel 10.
