ROH ads during WWE Smackdown

Now that Smackdown has moved from USA to FOX, I just notice one(and perhaps, strange) occurrence that aired during commercial breaks: our FOX station where I live shows a promo for Ring of Honor which airs on their sister CW station! This is kinda weird because WWE is the top professional wrestling promotion than the lesser-known ROH. FOX heavily promotes WWE related talent at times during NFL games, and in fact, some of the talent from the NFL on FOX appeared on Smackdown predicting the draft picks to determine which of the WWE talent belongs to either Raw or Smackdown.
This is like the cable company(or DirecTV and Dish) airing promos for AEW on TNT during USA's Monday Night Raw.

Does any FOX station airing Smackdown promotes its competitors during local commercial breaks?

I would assume the stations in question are Sinclair stations. If so, I would bet all of their Fox stations are doing this as a means to raise the profile of RoH wrestling.

Is it me or is Smackdowm getting all the best wrestlers? I have watched the WWE Draft and it seems like Fox has a big influence on WWE and has been getting all the most famous superstars.

Yes. It looks like WOLF-TV (FOX) channel 56 of Hazelton, PA (serves the Scranton/Wilkes-Barre DMA) is part of a local market agreement with the CW and MY stations in that market. The overall control of the L.M.A. is Sinclair.

In the Portland/Poland Spring DMA, the FOX affiliate is WPFO-TV channel 23 of Waterville, ME. They are the sister station to WGME-TV (CBS) channel 13 of Portland. Channel 13 was airing ROH wrestling on Saturday night/Sunday morning. This photo was from February 2012, with the channel 13 bug in the corner.

Sinclair TV Stations that own the local Fox Sinclair doesn't own Fox where I live they own WWMT & CW7 which is a sub-channel so no ROH ads would be aired on Scripps which is the new owner of WXMI Fox17 where I live.

The same thing happens where I live, but it’s mainly because the Fox affiliate (KABB) is owned by Sinclair Broadcasting, the same company that owns ROH.

ROH has been airing on KABB on Saturday mornings for a few years now, the same episode will air in the evening on KMYS, the CW 35.
