Rosko

I'm in the Atlanta area and listening to Rosko, taped from Los Angeles, on streaming Radio Mi Amigo.

I used to listen to him when I lived in London, in the '60's, when he was on offshore Radio Caroline and also on land, in French, from long-wave Radio Luxembourg on his "Mini-Max" show (minimum de blah-blah, maximum de musique).

He is just as entertaining to me now as he was 55 years ago. How come he never made it big in the Los Angeles radio market?

If you're talking about Rosko Mercer, he spent almost his entire career at a number of radio stations in NYC, where he also was a sought-after voice for commercials. Here's his obit:

To do that, he would have had to actually be on the air in L.A. It doesn’t appear he ever tried, instead focusing on a UK/Europe audience.
