It's normal (and expected) for a show to go down when it arrives on a station that has been exclusively playing music in the time slot. In essence, you're chasing away the people that were there for the music and starting from scratch. The reward is eventually a much bigger audience than what you had to begin with. Same thing happened with Rover's show in Cleveland: down when he arrived, now very strong.
