Royalties for HD2 music stations

Do radio stations have to pay the same royalties to play music on an HD2 as they have to pay for the HD1? In other words, would their royalty bill double if a station starts an HD2 music format? Or would it increase by less?
No point paying extra royalties if no one's listening to the HD2.
