royalty rates negotiations settled?

Interesting article on how the social networking aspect of web radio is helping to fuel its growth.

But what caught my eye was this line about the royalty rates negotiations:

"A more palatable rate has been struck according to sources, and all of the relevant parties soon will announce a fee structure that leads to realistic business models."

I haven't heard of any break through in the negotiations. Is this thing actually going to settled before the Feb 15 deadline?

Thanks Carmine5 interesting reading. I am preparing to stream a station to the internet and stuff like this is just what I need to read.
