RT+ Send software needed

A friend of mine needs some help... his RDS encoder supports RT+ for songs and content tagging
but the automation software doesn't have metadata send module. The RDS encoder neither. Do you know a free (not mandatory) software to acomplish the capture the xml or txt file info and do the job? TIA
