RTV in Sacto?

RTV's website lists KBTV-CA Channel 8 as Sacto's RTV outlet, everywhere I look KBTV is listed as an ethic channel, so are they running RTV?

Is KBTV a LPTV station? Comcast doesn't carry that channel and a TV (with a Digital Converter Box) at work doesn't pick up that channel. And I live in Stockton.
