I'm certainly no expert, but not that I'm aware of. The way I understand it is: Cable/Satellite providers don't want to carry the local channels. But FCC requires them to carry full powered channels in certain areas.
WYGA-LD is a Low Power Digital station...unless you're a FULL POWER station, you're pretty much not carried on ANY cable/satelite provider. The only exception I'm aware of is the Spanish Azteca America WUVM-LP channel 4 on DirecTV (that is still a low power **ANALOG** station!!!) and *technically* Comcast lists WKTB 47.1 (Telemundo-Spanish) as a local station and for some reason W23DN, which is another LP Analog station is grouped with the locals even though they're just a Home Shopping Network repeater.
And no sooner than you ask, does RTV disappear from 16.3 along with every other subchannel! ARG! Oh well, probably just a wasp nest or a piece of pine straw on their broadcasting equipment. It's amazing how low budget/low maintenence/amateur some of these stations are. I read their job application for "station manager" or some title like that. All they wanted was somebody that could clean bug nests off the transmitter and plug the power chord in if the motel cleaning lady stepped on it at the extended stay where their offices are located! I'm sure they could have just walked outside and any random bum in Atlanta would be glad to do that for $12 a month....problem is, I don't think anyone associated with that channel or many of the other low power jokes have ever even set foot in Atlanta. Including the owners/bosses of THE ATLANTA CHANNEL even!!!
