Rules To Be Classified As A CHR?

I was just wondering, are their certain rules to be classified as a CHR?

How much can a CHR lean rhythmic before they are dropped from the panel or moved to the Rhythmic format? Is their certain criteria a station has to meet if it wants to be on the CHR panel?
 
According to both Mediabase and Nielsen BDS, a Top 40/CHR station has to play a balanced mix of pop, rock, R&B/Hip-Hop and Dance product, while Rhythmic Top 40 stations are required to play a Rhythmic mix of hit-driven R&B/Hip-Hop, Pop and/or Dance product in order to meet its criteria. If one of the stations on the panels decides to shift one way or the other, then they are moved to either one of the panels.

While its weird that there are Rhythmic-leaning stations on the Top 40/CHR panel and Pop-leaning stations on the Rhythmic panel, the reason that there might not have been any changes is they continue to heavily favor Pop or Rhythmic tracks, so they would have to monitor the playlists and direction before they are moved to either panel.
 
On similar note. Is there a big difference between the the pop/rock leaning CHR and AC?
