OK - yeah, I know it's small numbers. But how can KBZC and KRXQ (106.5 and 98.5 from Sacramento, respectively) possibly be heard in the San Jose market? There are local stations on those frequencies.

The listeners may have been traveling to Tahoe of visiting Sacramento wearing their meters. That's the only thing I could think of.

Streams, whether on a computer or smart phone, are considered separate stations by Arbitron unless they are 100% simulcasts of the main signal, and in most rated markets, streams are not simulcasts.

Usually, when out of market stations are reported, it is due to listening while traveling of diary keepers or metered PPM panelists. Their listening out of market falls into the market where the person lives, not where they are visiting.

Because not just you, many people are not listening much. Plus 103.7 The Band has sliced into their audience as well as other not listening much! ;D

Wait so they're not live? I know the commercials on streams are not on the over-the air signal, but what about programming?

If commercial substitutions are made, Arbitron does not consider a stream a simulcast. Ratings are mostly used for sales, and if a client establishes pricing based on the stream being added to the on air signal, yet spots are deleted from the stream, then the client is not getting what they paid for. To be a simulcast, absolutely everything must be simulcast, not just most things.
