Salem swaps KKOL for KPAM/Portland

So it's Salem selling to mini-Salem (Pamplin)?
 
Does any one know what the details of the swap are? I would think Salem would have to make 1300 operational before a license to license swap would be done. Salem filled for 1300 to be silent. I know I wouldn't want to swap my operational station for one that's silent.
