Same commercials back to back, over and over again.

I should know the answer to this but I don't.
I subscribe to Comcast (Xfinity ) in Chico, CA. On several cable channels (Fox News, History, Discovery, Lifetime etc.) the same commercials (Lalo, Tivoli, Trust and Will and several others) keep repeating. Sometimes the same one back to back in the same break or repeating in the the next break.
Is it a computer glitch repeating a pre-formed break or spot positioning? Is it fill (from corporate) for local breaks not sold? Is it a super-discount buy by an ad agency with no concern about this type of placement? I have heard that their local sales staff here is no longer a cohesive group.

With so many TV stations, some offer special rates for a percentage of the avails. If these are P.I. spots they might just be hoping for a good commission check. P.I. is 'per inquiry' meaning when someone calls the 800 number or logs on from a certain area, those originating from the station's coverage area get a commission on each sale. A dead giveaway of a P.I. is the phone number (an 800 number) 3 times or more in the ad.

There was a guy I talked to in a major market doing sales for 3 TV stations who told me he found 3 clients to each buy 20% of the avails (unsold slots) and was seeking two more. We talked because one was an attorney that wanted to lease a channel and run the same 2 hour rotation 'infomercial' and was thinking leasing a local radio station might be a good idea as well.
 
I've posted about this before and I haven't been able to find it but there was a time once when a station in the Memphis area carried the same infomercial for 5 or 6 hours in a row on a non-sports weekend. I suspect it was WREG CBS 3 because of their tendency to fill any Saturday or Sunday afternoon with no sports with infomercials, but I can't remember exactly when it happened or when I posted about it.
