San Diego Signal Scofflaws

Are all three stations below flouting their license rules? For weeks, maybe months, I've noticed:
A) KURS/1040 is running their higher daytime power at night
B) AM 760 is no longer 50kw at night. Signal strength is the same 24/7
C) 1360 KLSD's FM repeater at 103.3 is throwing a silent carrier.

Can any radio professionals on this board shed some light on what's going on?

Seeing that AM 760 has kind of become a throwaway station for iHeart, perhaps they are trying to save money????
 
Maybe it has something to do with KOGO about to diplex on the AM 760 site. An engineer could chime in to answer this: If one is running 50kw at night, could that cause problems for the other AM on the same tower. Would that be an issue?

and you can prove B? I have to imagine in the general area, itd be hard to tell if there was much a change
 
KURS used to be owned by the king of SD signal scofflaw violators - Jaime Bonilla. All his owned stations are in Mexico now, including the odd 80's centric Willy FM 105.7. I wonder where the name "Willy" came from? Anyways, he's been trying to lease out 105.7 for years now. Probably has given up trying to get someone to take it over.

KURS is owned by El Sembrador now, a national Spanish Catholic operator/owner. Maybe they think no one will notice the bump in power. It's so low already.

Their daytime power is listed at 360 Watts. Some coverage maps show their theoretical .5 mV/ contour encompassing the Los Angeles basin, this is impossible.

Being up the coast in L.A., I have to ask: After reading the Wikipedia page for XHPRS-FM, it appears that the "Willy FM" stunt has been running for a little over three years now (since December 12, 2018)?

Yes, that's right, 3 years and no end in sight. It's an automated jukebox that I've been told is Jaime Bonilla's own personal collection of music with the only ads being for a money exchange business he owns.

There's a small number of AM's on 1040 in the US, only one that's a Class A, WHO Des Moines IA. It's 50kw at night, but half way across the country. The only reason for the KURS low power could be adjacent XESSD 1030 Tijuana (also owned by Jaime Bonilla).

But all the way to LA from the tower in Logan Heights, would be a stretch, even with a close to clear channel like 1040.
 
KNSN 1240 Has a stronger signal on the same tower and is very weak in the daytime up in Oceanside.
Something weird I noticed: The top of the band frequencies are stronger within 5 miles of the tower, whilst the lower part of the band wins the distance race.

Apparently KGB is running ND at night because a few DXers have reported hearing
It in Texas.

Decades ago, long before 1030 was on the air from B. C., the original CP for 1040 in San Diego was for 10 kW directional daytime, but that station was never built.
