satellite/microwave dishes with "red lightning bolt" symobl...

Actually, I wouldn't mind if the moderators of Radio-Info would re-locate this post to something more national (probably be more appropriate)...But I was wondering... Shouldn't the red lightning bolt indicators on a satellite/microwave dish, indicate that, the dish was transmitting something?? Is this indicator still in use to warn certain people to stay away from a transmitting satellite/microwave dish? And should residential people who are getting 2-way satellite Internet via a dish, be required to get that symbol painted on their dish??
 
Yes, but that lightning bolt symbol should be dedicated to any dishes that are sending something out! Like to warn people that there's RF coming out of it...Although while I was working at KBTC, the uplink dish that KSTW used when they were there at 19th & Trafton, had that, and was used for fire practice for the fire students at Bates...lol. Besides that big dish though (with that symbol), there was another dish there, but it was used for PBS feeds, among the other 4-5 other dishes there.
