Does anyone know if WTOC will move back to 11, WSAV back to 3 & WVAN back to 9 after Feb. 2009?

TOC and VAN may return, but SAV is advised not to go back to channel 3. Low band VHF is terrible for digital propagation.

I thought that the government was reclaiming the VHF band after the analog cutoff? Am I wrong?

You're wrong :)

Core spectrum is channels 2-51. The FCC will allow permanent DTV operations in any of those channels. They're discouraging channels 2-6 but if stations want to operate there, the FCC will let them.

In Savannah, channels 9, 11, 22, and 28 will be moving back to their current analog channels. (i.e., channel 9 will operate its permanent DTV facility on channel 9) Channels 3 and 34 will remain on their current digital channels. (i.e. channel 3's permanent DTV will be on channel 39 and channel 34's on channel 35)

As kyscott says, low-band channels like 3 are not very good for DTV and most stations are avoiding them. In Georgia the only low-band permanent DTVs will be GPTV's channel 6 operations in Pelham and Wrens.

I seem to recall that WVAN was DTV on ch. 8, analog 9 for now. Come Feb 09 when they move DTV to 9, will 8 be available in Savannah, or will WXGA in Waycross be moving back to that channel?
