Some folks with deep pockets lobbied the FCC, the procedure was changed, now you have to pay outrageous monies to get an STL coordinated and plenty of waisted time and paperwork for people who will never be effected by this.
Look at IBOC. Engineers said it would not work. It isn't working. Did the FCC listen? Nope, Ibuquity and the manufactures threw money at the FCC and now we are stuck with the color wheel system for radio.
