SBS BEING SUED BY ARBITRON?

Or, maybe, it was that Arbitron cut off delivery of ratings to them because of non-payment, and SBS cut off encoding a month or so later out of spite.

Yes. Arbitron encourages all stations home to each market to encode and provides the encoders at no cost. Stations not home to a market that believe they may have listening in the market may rent an encoder for a minimal cost. These conditions apply to commercial and non-commercial stations, too.
 
I'm not surprised that SBS doesn't want to encode. Univision is kicking their ass with their new full power FM.
Letting Luis Jimenez, Jorge Mier & Epi Colon go finally caught up with them. Now they have an equally powerful competitor but they let their talent go. With the Dinosaur of Polito Vega and his gang they are only going in one direction...down.

Polito is only on the air on weekends, I think Sundays. So it's not like he's responsible for bringing the station down.

As for the rest of your post, I agree fully. Now with 96.3 FM, there is definitely no excuse for Univision to let SBS have the dominant Tropical station.

Hipólito "Polito" Vega was in intensive care last week after suffering what is reported to be a cardiac event. He was a pioneer in bringing salsa to the radio, and I wish him a full and speedy recovery.
