scheduling question

Does the programmer actually schedule the music into the system or does the programmer just set up rotations to play continuously? In other words, I have a station with 3 rotations, one with 8 songs, one with 11 songs, and one with 14 songs. Does the PD just tell the automation to play song 1 from rotation 1, song 1 from rotation 2, song 1 from rotation 3, song 2 from rotation 1 and so on or do they actually have to schedule it by hand?
 
The programmer builds clocks and assigns them to their respective hours. The clocks are a list of categories and/or combinations of categories and are essentially a list of instructions executed by the scheduler. Manual programming is an option as well with every system, but it tends to defeat the purpose of a scheduler. Clock positions come in various functions, like fixed music and non music categories, manually scheduled positions, forced elements, floating categories, etc. Scheduler also abides by the rules that have been applied to the song attributes, i.e. no two slow songs back to back, no hard song next to soft songs, no more than 3 females an hour, etc.
