School Cancellation format

Watching WTEN this morning for news on the impending storm. The bottom and right side of the screen were taken up by school cancellations and advertising to such an extent that I could barely see Kenny Berg and the weather map! These so-called "public service announcements" are useless to 90% of the viewers, and their display should be in a "scroll" format so as not to interfere with the rest of the picture. What say you all? ???
