Scroll on KNXV about problems with DTV transition

During the last Presidential debate, there was a scroll on KNXV-HD (15.1) indicating some sort of issue with the DTV transition. I can't recall the exact wording, but it was something along the lines of DirecTV and DISH Network having audio problems with the DTV transition, and that consumers would need to contact those providers directly to complain.

Can anyone elaborate on exactly what this is all about? And how long have they been running it?
 
There have been numerous problems with KNXV's signal on Directv (don't know about Dish). Sometimes there is just black when you switch to channel 15. I think the rebroadcast isn't making it to Directv. There signal is up and running off air but isn't on Directv. There have also been numerous lip sync issues on KNXV programming. As stations switch to Digital and now HD content, they need to make sure that the audio and video follow simultaneously. Some programs have worked fine but 20/20 on Friday had about a 10 frame lip sync problem.
 
Interestingly, I'm currently the NASCAR broadcast on 15 via DirecTV and the audio has been fading then slowly regaining volume all race long. I haven't tried watching OTA to see if it is a problem there as well.

Haven't noticed any scrolls either.
