Searching for a cartoon that ran at 5:30 AM weekdays circa '78-'79

...a friend of mine says she saw this cartoon a couple of times very early in the morning, before heading off to school. She vaguely recalls it may have been on KHJ-TV/9 or KTLA/5, immediately before Felix the Cat. (I know Felix ran on KBSC/52 in the '70s, but I'm positive that KBSC never signed on the air that early until after ON TV took over most of the schedule in the '80s.) She emailed me a couple of descriptions of the thing:

1) "At the end of the show, a kid, maybe a prince, had a magic feather. If a person told the truth, after blowing on the feather, the feather would play a tune."

2) "It did have a prince in it, I think, who lived in a castle, there was a ghost who lived in the attic, and in the episode I recall, the prince captured thieves trying to get a treasure. They were tied up, and the prince wanted to let them go, but wanted to make sure they wouldn't try to steal again. He pulled out a feather and told them to blow on it. If they were telling the truth, the feather would play music, if they did not tell the truth, the feather would do nothing."

Sound familiar to anybody?...
 
...got the answer on the Classic TV board -- it was the Italian production Tofffsy, which apparently either Channel 5 or Channel 9 ran in the late '70s...
 
Wow I'm glad that got answered.

I've been to the old cartoon boards and no one's ever heard of mine I can't ID: it was a Pink Panther show cartoon with a critter (mouse?) can't recall. But he was a little arab guy that was always muttering about going to the "moskee, moskee" the way he pronounced mosque. Doubt anyone can ID that one.
