A lively discussion regarding a "localized" ESPN website for the San Francisco Bay Area is currently taking place on the SF Peninsula Press Club's blog:
http://sfppc.blogspot.com/2009/12/when-are-we-getting-espnsfcom.html
The Press Club found that ESPNSF.com was registered by ESPN, Inc., 935 Middle St., Bristol CT 06010-1001 on Jan. 16, 2009. Somebody else has the ESPNBayArea.com URL.
The piece coincides with today's launch of ESPNLA.com, covering Southern California sports, which joins local ESPN sites targeting Boston, Dallas and Chicago.
My comment is that all of these cities have well-established ESPN-branded radio stations, whereas the Bay Area does not. If ESPN/Disney comes in and decides to invest in a station, perhaps buying out a KNBR or KTRB (or, perhaps, KGO), then you'll see it happen here. Without a dedicated, branded station playing nothing but your programming -- which is not what the KNBR twins do -- it makes no sense to do it.
