Shortwave Broadcasting

The UK is now considering bringing back Shortwave broadcasting in local languages to Eastern Europe now that Internet no longer is available many areas due to the conflict.
 
I think it's a good idea, at least in the short/mid-term. But like on our side of the pond, how many shortwave receivers are in the hands of the non-ham public over there?
