Cumulus made an honest attempt at trying to Market Tower 98.3 as a Toledo station, it did alright actually but then all of a sudden they re-focused on Monroe and the station went in the garbage. I thought moving WTWR's signal to Luna Pier Michigan was to make them a Toledo station?
I think Kiss could use competition but The Tower name is old and worn, If Kiss is gonna have some competition, its gonna need to be on a differant signal with a new name. Meanwhile, 94-5 XKR does ok but its far behind 104.7 despite it having almost as good of a signal, Another reason Tower never can take off, decent signal but not as good as 94.5's.
With XKR's audience kinda somewhere in the middle, Kiss on top, would it not make sense to re-launch CHR on 94.5fm and move Classic rock to 98.3?
